Is this the same as Advantage+?+

Andromeda is the underlying retrieval engine; Advantage+ is the campaign type that benefits most from it. Even if you don't use Advantage+ campaigns, your manual campaigns are still being served through Andromeda's retrieval stage. There is no opt-out.

If I just generate 50 AI ads per week, does that solve it?+
